The three years during which you have discharged the duties of Governor of this Colony, have been marked by its rapid progress in prosperity, population and wealth. the indefatigable zeal and efficiency with which you have ever applied yourself to the exigencies We gladly recognize of the public welfare and promoted works of general utility.
